FOREIGN DIRECT INVESTMENT (FDI) IN ARUNACHAL PRADESH.

Introduction

Maharashtra is a state in the western peninsular region of India occupying a substantial portion of the Deccan Plateau. As the home of the Marathi people, Maharashtra is the second-most populous state and third-largest state by area in India.Area wise its ranks 3rd in Pan India. According   to 2012 Census data  11.42 Crores  population as of being now including Capital Mumbai.
The State Maharashtra came into existence on 1 May 1960. It is also known as Maharashtra Day, initially with 26 Districts 10 new districts have been created since then, and currently the number of districts in the state is 36. These districts are grouped into six administrative as below

According to Department for Promotion of Industry and Internal Trade (DPIIT), cumulative Foreign Direct Investment (FDI) inflow^^ in the state stood at US$ 137.93 billion between April 2000 and March 2020. Total merchandise export from the state stood at US$ US$ 74 billion during 2018-19 and US$ 49.94 billion during April-December 2019.

Key Sectors

  • In March 2019, Sindhudurg airport was made operational, making it the first in the Konkan region and bringing it on the country’s air map.
  • In May 2020, Asian Development Bank (ADB) and the Government of India signed a US$ 177 million loan to upgrade 450 km of state highways and major district roads in the state.
  • As of February 2020, Maharashtra had 12 special economic zone (SEZs) with valid in-principle approvals, 48 SEZs with formal approvals, and 31 exporting SEZs and 42 SEZs with notified approvals.
  • The state produced 7.83 million bales of cotton in 2018-19**. In 2018-19P, the state also produced 519 MT of raw silk.
  • Till March 2019, 249 SEZs were proposed. 30 out of these were executed with an investment of Rs 36,352 crore (US$ 5.27 billion) and generated employment of about 5.9 lakh.
  • During 2018-19, Maharashtra Industrial Development Corporation (MIDC), CIDCO and Software Technology Park of India cumulatively developed 37 public IT parks and approved 527 private IT parks. Of the total 527 IT parks, 193 parks are already operational with an overall investment of Rs 19,927 crore (US$ 2.85 billion). Remaining 334 parks will be developed at an investment of Rs 62,217 (US$ 8.90 billion) and is expected to generate 10.81 lakh opportunities.
  • Maharashtra accounts for approximately 35.1 per cent of the country’s output of automobiles by value.
  • The state launched Unlimited Maharashtra advertising campaign through newspapers and television channels to attract tourists during summer vacations. A half-hour ferry ride across Mumbai harbor takes visitors to view the superbly carved 1,300 years old cave temple on the little island of Elephanta, a favourite picnic spot.
  • In 2018, the state had 119.2 million domestic tourist arrivals and 5.08 million foreign tourist arrivals.

The following are some of the major initiatives taken by the Government to promote Maharashtra as an investment destination:

  • In May 2020, Asian Development Bank (ADB) and the Government of India signed a US$ 177 million loan to upgrade 450 km of state highways and major district roads in the state.
  • In March 2019, Sindhudurg airport was made operational, making it the first in the coastal Konkan region to be on the country’s air map.
  • In December 2019, Adani Transmission Ltd (ATL) received the Letter of Intent (LOI) from Maharashtra State Electricity Transmission Company Limited (MSETCL) to build, own, operate and maintain a transmission project in the state, which will be first ever 400 kV substation facility in Mumbai.
  • As of March 2020, the state had a total installed power generation capacity of 43,493.29 megawatt (MW), out of which, private sector was the biggest contributor with a capacity of 22,004.27 MW, followed by 13,660.97 MW from state utilities, and 7,831.05 MW from central utilities.
  • The Government of Maharashtra is promoting the development of several Special Economic Zones (SEZs) across Maharashtra for sectors such as IT/ITeS, pharmaceuticals, biotechnology, textile, automotive and auto components, gems and jewellery, and food processing. Maharashtra had 12 SEZs with valid in-principle approvals, 48 SEZs with formal approvals, and 42 SEZs with notified approvals. As of February 2020, the state had 31 exporting SEZs across diversified sectors including textiles and apparel, food processing, footwear and leather products, multi-product, pharma, IT SEZs, etc.
  • Market Capitalisation of BSE and NSE for 2019-20 (till October 2019) stood at Rs 152.48 trillion (US$ 2,181.71 billion) and Rs 154.09 trillion (US$ 2,204.75 billion) respectively.
  • In 2019, around 15 Bio-technology – SEZs were proposed under public sector with an investment of Rs 4,968 crore (US$ 710.83 million). This project is expected to generate employment opportunities of about 0.77 million.

In 2018, Maharashtra witnessed a footfall of 119.1 million domestic tourists and 5.1 million foreign tourists.

Maharashtra Industrial Development Corporation to set up 6 logistics hubs to attract investors

The state-run Maharashtra Industrial Development Corporation (MIDC) has proposed the development of logistics hubs in six corridors comprising Nagpur-Wardha, Jalna-Aurangabad, Chakan-Talegaon-Hinjewadi-Ranjangaon, Khalapur-Taloja, Shahpur and Tarapur over the next two years. The government expects an investment of over Rs 20,000 crore in the proposed logistic hub. The first of such hub will come up at Chakan within a year. Apart from Indian companies, investors from China, Singapore and Indonesia have already evinced interest to invest in the upcoming logistics hubs.

State industries minister Subhash Desai told DNA, “With a strong and conducive integrated logistic hub policy in place, MIDC is in the process of setting up of six logistic hubs across the state.”

MIDC will develop logistics hubs in its own industrial estates and also play a role of planning authority and nodal agency for the development of these hubs. MIDC will provide the trunk infrastructure such as water, roads and electricity and land while the funds will come from Indian and foreign investors.

MIDC chief executive officer P Anbalagan said, “MIDC is coming up a logistics hub on 500 acres at Chakan and another at Talegaon on 500 acres and it is in the process of land acquisition. The allotment of land should complete in the next two to three months and actual work will commence in three months. Within a year part of the logistic hub will be commissioned in Chakan. This apart, MIDC has got land at Bidkin, which falls in Delhi Mumbai Industrial Corridor, on ”build to suit” model and the proposed logistics hub will house warehousing, assembling and engineering. Another logistic hub is proposed near Jalna.” He said MIDC is engaged in the land acquisition for Wardha Nagpur corridor where already JNPT is setting up a dry pot

In the Khalapur-Taloja- Navi Mumbai corridor, MIDC is in the midst of acquisition of 1,000 acres of which 500 acres is proposed for logistic hub and 500 for engineering. He said the Singapore based Ascendas is setting up a logistics hub at Chakan on 100 acres. MIDC has already inked MoU with the company.

”In a normal area outside MIDC estate the investor will get .1 floor space index (FSI) but the moment the investor comes to MIDC then he gets 1 plus .5 FSI,” Anbalagan said.
